I have a DVD that I wanted to include some extra .jpegs for use in a computer only. Where can I add these .JPEGs so that the main movie VIDEO_TS can be read without confusing DVD players, yet still be readable when put into a computer? Can I just add another folder or put them in the AUDIO_TS folder, etc?

Just add a folder named something other than VIDEO_TS or AUDIO_TS and place your files there. Standalone DVD players will ignore the folder. I usually name the folder DVD_ROM or CONTENT.

Just create another folder such as PHOTOS or JPGS and put them in there. Make this new folder at the same level as AUDIO_TS and VIDEO_TS. Do NOT put them in AUDIO_TS. AUDIO_TS is used by DVD Audio discs and any playback software that understands the format may have problems with files being there that don't belong. I've done what you propose and have had no problems.
