It doesn't make much sense to transcode an AC3 file to a DTS file.
There's no quality gain. It's like taking a thumbnail of a picture then enlarging it.
But, are you're looking to transcode the file for better playback compatibility on other devices?

If you really want to transcode the file, you can try eac3to, it looks like can work with AC3 files and DTS files.
It should be able to convert your 5.1 AC3 into a 5.1 DTS. (I haven't really tried it, I use other programs that require much more work and it takes longer.)

eac3to is freeare so that should make things easier to find. check it out...

You gain nothing, you need to use more space, as DTS requires a higher bitrate, and every re-encode risks a quality drop. DTS has a much lower compatibility than AC3 as well.

    Personally, I would not bother.

PCM to DTS is another matter.
