I have access to two versions of a video. One is a high definition MKV, and the other is a SD AVI. Assuming I want to convert them to a standard DVD (720x480 29.97fps), which of them would be higher quality? The AVI is PAL. I don't know very much about HD files. For the AVI I intended to use a slightly modified version of this guide: https://forum.videohelp.com/threads/241000-How-to-convert-a-PAL-DVD-to-a-NTSC-DVD-using...GEnc-Plus-2-5x.

  2. You can always lose quality, you cant add back quality once lost.
IMO go from higher res/quality to lower res/quality every time.

If you have the correct software and video knowledge, go the HD MKV to DVD rout.
If not, then better use the avi file plus a couple of filters.

Correct resizing is an issue here.
