A peer of mine is having a problems experiencing multiple jumpy & sometimes repeated frames during playback after rendering. I was wondering if there is any solution to this?
Software: Premiere Pro CS4 4.2.1
Output: H.264
He has already closed Premiere Pro and cleared the cache but that only seems to fix it temporally. The problem comes back when he renders his videos.

How do we answer the question when you never said a single word about the format of the source video? Is it also H.264? How was the footage shot and captured?

and sequence settings , render settings, did he do any time speed changes , was clip blend on/off , are the repeated/jumpy frames evident in the preview in the program monitor and AME preview before rendering?
