Windows Movie Maker? But it will reconvert. I guess you want something that doesn't reconvert or just reconvert around the cut(to get exact cuts)

You want to break this down into parts:
    1. What program(s) do you have to work with that accept WMV as a source or target format? That'll narrow down your choices alot.
    2. What is the GOP structure of the WMV? If it's a normal one, it would be anywhere from 15-300 frames in length. That means an I frame only every 1/2 second to only every 10 seconds.
    3. If you DON'T cut on the I-frames, you'll have to recompress which will result in quality loss. If you COULD cut on the I-frames only, you want to use an editor that uses what's known as "Smart Rendering", where the editor checks the source and target formats and cuts list, and if all are ok it will pass along the final master frames of the timeline into the resulting file WITHOUT any recompression. This maintains the quality of the source.

Which ones do this? Not sure, but as a guess I'd say Vegas Pro and Premiere Pro. WMV doesn't let you even know if you are cutting on an I-frame let alone suggest where to cut or try "Smart Recompressing". It might do this for DV, where all frames are I frames, but not files with GOPs.

SUGGESTION: To edit the way you want, first convert all your WMV material to DV-AVI material. Then edit in a normal editor (like Vegas, Premiere, even Virtualdub), save the final master as DV, and then when you're ready to create a file for distribution/playback, convert to WMV, Flash, DVD-MPEG2, etc.

Virtualdub does not support WMA Pro audio except for direct stream copy so if you go that route, you'll need to use Windows Media Stream Editor to demux the audio and if you look hard enough, you might be able to find a free version of dbpoweramp and use the wma9 plugin to convert to 2 channel wma and insert into Virtualdub.

Whether it's a 6 channel file or not, it would be easier to just open the file in Virtualdub, find the in and out points and use Windows Media File Editor to make your cuts and save without re-encoding and keeping the 6 channel audio. You'll need to type the in point and hit seek to find the in point and type the out point and hit seek to find the out point or you won't get frame exact editing.
