I'd like advice on how to convert Hi8 NTSC (tapes) to DV/DVCAM PAL to get the best possible results.
I intend to edit this footage on Final Cut Pro with other PAL material.

I think you have no other way than using a capture card...
If you could work in a Windows envirorment I'd suggest you something like Virtual Dub for capturing and converting...
In Final Cut you can mix every type/size/framerate you want and the program itself will provide a professional conversion of the footage...
Just be sure while you import to choose a lossless (or very little compressed) format...
That's my point of view...
