I've purchased one Inspiron 1564 couple of days ago.
Apparently there is some problem with the fan because even in IDLE it starts to blow for couple of seconds and then returns to normal.
When I use internet, the fan blows all the time and it is noisier then other older laptop that I use.
Any ideas guys? Could it be BIOS related?

Doesn't the fan usually up in speed when it needs to?? I would say that it's just getting a bit too warm and needs to pick up in speed every now and then.
I've noticed this in almost every laptop I've used. Fan speed will go up when it needs to -

Hmmm. Try watching the temps and when the fan speeds up see if the temps bump or check to see what the temp is and write it down. Then the next time the speed goes up see if the temps are the same.
Idk if it would speed up due to the temp within the laptop or just the CPU temp. Most likely just CPU
