  1. I have several MP4 videos that are 640x480x24p, but they are playing back too fast.. The audio sounds a little chipmunk-y.. Is there a way I can slow it down to 22 or 20fps without re-encoding? Everything is in sync, just too fast...

    Are you trying to make a DVD?

    You can demux the audio and use Audacity to change the pitch.

  3. I'm just playing them in Quicktime and Windows Media Player.. Not making a DVD, just casual watching of some TV shows on my computer..

    I don't want to demux and change the pitch, I just want to change the playback framerate.. I can bring a MP4 into Vegas and stretch it out a little (maybe 3% or 4%) and it sounds and looks perfect..

    No way to do this without re-encoding everything?

  4. You can try setting the framerate in yamb or remux to mkv and use mkvtoolnix to change the audio playback and/or video fps

    Some players can control playback speed as well e.g. kmplayer , so you can slow it down when playing it on the fly
