i was wondering is it better to capture in 640x480, and then compress to vcd or to capture in 352x240.

704*480 would be the best then compress and resize to 352*240
i find that stretching the image afterwards does not produce the same quality as stretching the image during capture. could be hardware assisted, could be the uncompressed codec does a cleaner job to begin with.
704*480 down to 352*240 = 1/2
640*480 down to 352*240 = 1/2 + 32 lines stretched, or 32 lines stretched + 1/2
capping to 352*240 is half frame so when the camera pans left or right, you will get more distortion on the screen, like more line scrolling.
of course my card does stretch 320*240 to 352*240 and some cards don't (so I hear). if I cap to 640*480 and encode to 320*240 it looks even better than 704*480 to 352*240 except for screen size or TV out.
if all you can do is 640*480 then that is still much better than 352*240
