You'll have to be a little more specific than that.

Did you create a DVD-Video disc? If so, how did you create it, and with what software? What are your source files?

If you created a data DVD, with video files on it, what source files did you use? Did you try hitting Triangle to view all the files on the disc?
The PS3 doesn't recognize all video container types (for example, .MKV) - and is picky about the ones it does recognize, so if the videos are encoded in a way it doesn't like, it'll refuse to play them (the file browser will claim they're 'Unsupported Data').

I just used the default windos Vista burner that came with the laptop I used.
I have no experience at all really.

When I tried to play it in the PS3 it said Data disc, I double click and said contains no data. Went to my other PC and it played the video no problem.
    How should I do this?

Use a different burner than Windows' built-in routines to create a data disc. Personally, I'd recommend Imgburn.

Aside from that, however, you still haven't mentioned what types of files you're attempting to get the PS3 to see. I'm running from memory here (since I haven't had to do this on the PS3 in a while), but if the disc shows up in the PS3 file browser but the files don't, highlight the disc, press Triangle, and select the option that shows all the files. If there are files on the disc the PS3 doesn't like, it should list them as 'Unsupported Data.'

PCs are far less picky about videos than standalones like the PS3.

...So... what kind of files are you attempting to play in the PS3? .MKV? .MP4? .AVI?

PS3 doesn't play MOV files. You have to convert them to something the PS3 can read. You can convert them to a DVD structure with AVStoDVD or DVD Flick or ConvertXtoDVD, or you can try converting them to Divx/Xvid encoded AVI, or AVC encoded MP4

Reading the owners manual would have told you what formats the PS3 will play,
or you could have done this....
