Trying to better the quality of VOB file to a better resolution etc.

Hello members. I have a question about encoding. I'm trying to better the quality of the resolution some VOB files. I would like to have it as high in quality as possible with loosing anything. I was wondering what steps I must make and want software is best to use to do this? Looking for a good encoder software if that's what it is that I need. Looking for some suggestions. I've provided what the video file specs are that I want to enhance using MediaInfo. Thanks for any help here.

If that's the source, I doubt you can improve much on it. If it's the source, a small sample might help us to see what can be done. If that's reencoded from the source, then give it a higher bitrate - a much higher bitrate.

Do you know what 'resolution' is? The DVD specs define the resolution, in this case 720x480.

That is a ridiculously low bitrate unless your files are mostly still images and no transitions.
