  1. Which program do I use to create high quality .mkv from DVD?
    preferably one that does not need .net framework to run.

    How long does it usually take to create .mkv from DVD on a new computer?

  2. Handbrake is my usual recommendation, for non-tweakers anyway.

    Speed really depends on CPU specs, encoding settings, length of movie, etc. Could be an hour, could be 15.

    It depends on what you want as an output. If you want the highest quality possible, just demux the video and audio from the DVD, then mux them into a mkv container. No quality loss. Tools required - DGIndex, MKVToolNix.

    MAKEMKV does quite well, takes about 30 minutes.
