Can't control custom chapter list of tsmuxer.

I have encountered the problem of custom chapter list on tsmuxer. Problem is the setting time of each chapter point , It is not same as the actual chapter time that is displayed by HDMI Media Player (Box), such as

The setting time 00:03:48.000 ------> The actual chapter time 00:03:10.000 ( under )
00:27:52.000 ------> 00:28:25.000 ( over )

Another issue is meta file which is build by tsmuxer , what is useful of this file ? I can't found the open button after saving it.

Right now, I can solve this issue by run video clip on tmpgenc authoring works 4.0 to get required chapter time , then key it in text document for preparing and feed to multiAVCHD for build chapter list again . Results is as requirement for chapter list.
