    I want to introduce a picture in the frames of a film, from point A to point B in the timeline, while the movie is still running in the background. How can I do that?

    You want to overlay it over the movie ? Like a title card or picture-in-picture effect ?

    Avisynth has an Overlay command, otherwise most editors can do this

    Yes. Like a picture-in-picture effect, or more like a picture-in-avi_frames.
    Can I do this with VirtualDub or MovieMaker?

    If it is a still image then there is a Logo filter for virtualdub. Use the newer versions of Vdub and you can control the frames over which it appears very easily. Don't know if it can be done in Movie Maker.
