  1. I've spent about 4 hours trying to do this. I'm pretty much frustrated at this point. I have a WMV file that just needs to be changed to a 16:9 ration and a 640x360 resolution.

    can ANYONE help me please?

    I don't know why you want to convert 720 x 480 to 640 x 360.
    I suggest you to convert 720 x 480 to 640 x 426.. It'll preserve the quality of the video.
    Up scaling and down scaling "may" spoil the quality of the video.. But if you really want to convert to 720x480 to 640 x 360 then me too
