Not much to go on. Something like an error message would be nice.
Start with mediainfo on the mpeg-2 file. Post a tree view so we can see the file.
Demux the file with DGIndex to get the elementary streams, run the AC3 through AC3fix and try importing the elementary streams in DVD Architect.Read my blog here.

Obviously it isn't. It is like changing the extension of a VOB file to MPG. It doesn't actually change the file type, just tries to fake windows into thinking it is changed.
Better to use Mpeg-Streamclip to open the MOD file and put the contents into a real MPG container.Read my blog here.

i have converted it to mpg... but arch doesnt recognize it either...

Just keep using DGIndex to demux then. FWIW, I only ever use elementary streams for authoring, and never program streams (.MPG files).
There is obviously something about the files created by the camera that DVDA doesn't like, and it carries over through mpeg-streamclip.Read my blog here.
