Maybe just crappy dvd media, www.nomorecoasters.com .

DOes it look the same if you play the dvd on your computer with a software dvd player?

Does the finished DVD playback fine on your PC before you burn it? If yes then you may just have a bad burn, try lowering your burn speed and use better blank media. If no then try another freeware DVD creator like AVStoDVD.

Or try burning the DVD using other software like IMGBurn, and burn slower to see what happens, maybe maximum of x8

Fast is not always better for some things, quality of burns counts where video is concerned
