Is there an easy way to convert a divx file with chapters to a DVD format with chapters without re-authoring it??

No. The DVD format requires video be encoded with Mpeg-2 compression. You cannot author a DVD encoded with Divx compression. I also do not know of any all-in-one tools that will read the chapters form a Divx file and use them when authoring the DVD. They pretty much all just put in regular chapter points along the length of the film. If you encode and author seperately then you can manually put the chapter points where you want them to go.
