    http://en.wikipedia.org/wiki/IPTV

Read this then describe better what you mean by IPTV. There are some unencrypted TV channels (e,g, NASA) available over satellite (your own dish and sat tuner) but I wouldn't call that IPTV. Amateur Radio has bands devoted to low res television transmision some with IP internet connection.

Few HDTV sets have Ethernet connections. Among those that do, they usually use a UPnP/DNLA home networking protocol. Check your TV manual for formats and bit rates supported. They differ.

IPTV services usually provide a tuner similar to a cable/sat tuner with a closed internet connection in and HDMI out.

    >> Internet Protocol television (IPTV) is a system through which digital television service is delivered using the architecture and networking methods of the Internet Protocol Suite over a packet-switched network infrastructure, e.g., the Internet and broadband Internet access networks, instead of being delivered through traditional radio frequency broadcast, satellite signal, and cable television (CATV) formats. <<

    >>Internet television (Internet TV, Catch-up TV or Online TV) is television service distributed via the Internet.<<
It basically intended for viewing programs on the computer, by accessing chosen website address.

Both technologies use Internet to deliver content to end users.

IPTV would better suit my needs, as I need view programs on standard TV, not on computer.
If Internet TV can be viewed on TV, connected to router (without using computer), than Internet TV is prerferable.

    >>Broadcast IPTV has two major architecture forms: free and fee based. As of June 2006, there are over 1,300 free IPTV sources available. These free IPTV sources require only an Internet connection and an Internet enabled device such as a personal computer, HDTV connected to a computer or even a 3G cell/mobile phone to watch the IPTV content.<<

Where is these near ~1,300 free IPTV sources?

IPTV is always require IP set-top box (STB)?

Most of those lised TV sources are low resolution and heavily compressed.

Many of the "Watch Free TV" sites have been accused of spyware/virus malware in their viewing software installation.

Most TV sets require a computer or set top box to display these channels.

Start with NASA-TV it is safe

    for example, this site:

    http://www.mytvpal.com

they offer free TV and HD Streaming Videos, accessible via software TV Player and also IP Set Top Box. So if use this Set Top Box, no software Player required and no PC needed. Am I right?

The player software runs on a computer.

    Or a set top box

No I don't know what you mean. There are "free" IPTV streams on the net (mostly low bit rate obscure local TV stuff) that can be played with pc software or converted to TV feeds (e.g. composite, S-Video, HDMI) with a set top box.

Then there are private subscribed IPTV feeds that are sent either over the public internet or over a closed data network (e.g. hotel pay movie channels, IP services like AT&T UVerse, video on demand services, dedicated lines for private TV).

If you read the MatrixStream docs, they will tell you how you can set up a public or private IPTV network with their equipment.

As time goes by and as home internet speeds increase, there will be more higher resolution free choices over public IPTV but currently the choice is limited to mostly low res.
