I already have a USB capture card(S-video input and composite input). I use it on two different computers
Dell PC with a pentium 4 processor, 2 gigs of ram, brand new video card, windows XP
Asus netbook, Atom processor, 2 gigs of ram, onboard video card, windows XP
When i connect my USB capture device to the set top box that I got from the cable company the quality is okay but not terrific.
If I purchase a USB style tuner card and connect that to my cable service(coaxial wire from the wall) would that give me a better quality image? I want to record the best quality video possible

Not likely and you would be limited to analog channels or unencrypted QAM.
Are you trying to record high def locals? That might work. Be prepared for 8-10 GB/hr though.Recommends: Kiva.org - Loans that change lives.
