I am having problems accessing streaming video from the same two Diamond VC500 USB capture cards that I used successfully last year in the same computer. Now WindowsMedia Encoder doesn't seem to be opening the ports at the correct local IP address, and I cannot access the streams even on the same computer. I am using a static IP address of 192.168.1.20 (the same as last year). In the encoding setup the correct IP address shows up, but after I setup the stream, if I try to access them using 192.168.1.20:8080 or 8082, I get a
"The webpage cannot be displayed" error message.
This is what Netstat -an shows for the two ports:
Proto Local Address Foreign Address State
TCP 0.0.0.0:8080 0.0.0.0:0 LISTENING
TCP 0.0.0.0:8082 0.0.0.0:0 LISTENING
The IP addresses show up as 0.0.0.0 instead of 192.168.1.20
NetStat does show some other ports open at the correct address, including these:
TCP 192.168.1.20:139 0.0.0.0:0 LISTENING
TCP 192.168.1.20:139 192.168.1.100:4633 ESTABLISHED
Note: I also have an AverMedia NV3000 card installed in the same computer (the same as last year).
Using Port 80 I can successfully access that video both on my LAN and across the Internet.
So far as I can tell nothing has changed on the computer since I used the same two cards last year.
Any suggestions?

 Check your hardware firewall or router settings

	I have Windows firewall disabled. 
 I also have the router set to forward the two ports.
 But I can't access them even on the same computer using the local 192.168.1.20 IP address.
 
 Also, I can access other ports (such as port 80) with no problem. Something seems to be preventing WME from opening the ports at the specified IP address.
