    Try opening it in Audacity, then save out as MP3. You need to install Lame MP3, but Audacity will direct you for that.

    A couple of easy Drag n Drop tools to try are LameXP and LamedropXP..
    Also foobar2k and dBpoweramp..All mentioned handle .ogg files and other formats...
