One, SINGLE, Short beep means that. Multiple longs means an error, depends kinda on the board. No video, no RAM, or dead short, usually. Either you misread or you found the idiots tech support board.
However, forget that, cause an all black screen with no text whatsoever is significantly more serious.
What ELSE did you change? RAM installed? One stick, which slot? If it's slot three, go back to #1. If two or four, go back to three first and if still an error, back to #1. Remove and Replace, double-check connection.
When making changes, ONE AT A TIME. Confirm functionality, test if necessary, then go on to the next.
Simply unplugging the HD will NOT cause a failure to POST, or total loss of display. Something else has changed.
Video card slot is either AGP or PCI-e, even old PCI. ANY functioning card is sufficient for testing, however, do not purchase one just for this. Borrow or salvage one.
OK, I checked, your slot choices are AGP or PCI. Find a guy like me nearby, he'll have a couple in a drawer somewhere. Free to a max of 5 bucks, if he makes certain it works before you walk out, find out what he wants and pay it. A tested card means you owe something, a six-pack or a pizza could make sure he'll help again. "Thank-you's" are nice, but will likely get you a "come back later" next time. You might also check the local bargain racks, you just don't want to spend much cash.
If you're in no big hurry, you could probably find an old PC by the side of the road and rape the card from that. No guarantee it works, but whadya want for free?
But FIRST, get it back to a working state and run the BIOS test. -
Double-checking the specs indicates a seperate video card. So is it onboard or seperate? ONBOARD means part of the motherboard.

Long beeps for that board indicates "ram" error ... common as "no memory" installed / detected
Check motherboard capacitors for leaks / bulging
For that system your looking at a "pci" graphics card only
Watch out for poor psu's ... 400watts or larger for P4's or there's not enough power to sustain the systems needs ... test only with a good working psu before purchasing parts or you end up working backwards and wasting money on parts you didn't need in the first place
