So I got a hold of 1970's USSR propaganda films about the United States, my friends (american) asked me to subtitle them because they are interested in watching them... there is no way there are subtitle files for this anywhere, its rare material as it is, and it was only shown on USSR TV not on dvd or anything...

anyhow, i looked around and pretty much every guilde i was able to find i had to have a subtitle file already, and any guide for creating my own i would have to watch videodeo, and write down on piece of paper times and subtitles then add them to the program.

Are there any programs where I can add subtitles on the fly as I watch the movie?

EDIT - id like to hard code the subs, since ill prolly end up putting the videos on youtube.

Subtitle Workshop. Open video. Start subtitling. Save as .srt. Open the video and srt in autogk and save as avi divx/xvid, see https://forum.videohelp.com/topic316471.html

You can also try other subtitle editors like subtitle edit, aegisub, substation alpha.
