Frame rate conversion??Help!

Hi! Sorry for my english.It's not great.
Here's the problem. So far i used TMPGEnc to encode AVI to SVCD. And it worked great. But now I've done saome testing with CCE 2.5 SP and the results are great! Much better then TMPGEnc. Usually i frameserve AVI form VirtualDub (I use subtitler filter). But, some of my AVI's are encoded in 23.976 framerate. I want to encode MPG in 25 fps. In TMPGEnc this is no problem. But CCE doesn't have that option (or it does??). So I've tried changing it in VirtualDub. But then my audio goes out of sync. I've tried many ways (and software) fixing that but nothing works. Does anyone have a clue how to do that. Please!
