The clip I have is of 2 people.
I want the music I selected to be at a lower volume when talking and at regular volume when not. I could simply cut the music and raise and lower the volume but this wouldn't be a gradual increase decrease. I'm not sure how to accomplish this in PP CS4. Can anyone help?

You can do it by using keyframes
Select the audio music track, in the effects control panel you can adjust the audio level. Hit the stopwatch to set a keyframe, then move the CTI elsewhere on the timeline, and adjusting the level will automatically place another keyframe. If you right click the audio keyframes you can make them ease in/out plus some other options . This changes the velocity curves and you can use bezier curves, and adjust handles for more accurate curves. You can visually see this in the timeline if you have audio volume keyframes enabled
