who can edit Mpeg-1 VBR??

When it come to editing Mpeg-1 CBR I am a Demon :P , However when i switched to MPEG-1 VBR, the programs i tried (VCD cutter and M2-edit) always lock up and stutter. Does anyone know of a good program that can take Mpeg-1 VBR files and edit them as easily as their CBR counterparts? I want something with no re-encoding and with no limit on the bit rate (my DVD will play anything under 2.99 mb/s). Any help would be great--this has been a thorn in my side for some time and I can't seem to find any answers
