    I have a few video files that have subtitles on them one is an .mpg that is encoded avc but has french subtitles on the video,is there a way to extract the video removing the subtitles and discarding them or are they encoded to the video?

    Probably burned in and encoded to the video.

    But you can try open the mpg in tsmuxer and see if it finds any subtitle stream.
    And I guess you have tried played in different players? like vlc,mpchc and choose to disable subtitles.
