    In adobe premiere I can export to WMV and i saw this feature under the video tab, which is buffer size.

    I chose the preset WMV HDTV High quality 24 fps and the default: buffer size[seconds] is 1 and it is checked. this can also be unchecked.

  2. When streaming video a player can download several frames before it starts displaying the video. This prevents short delays in reading the data from causing jerks in the playback. The buffer size you are looking at tells the player how much to buffer locally before it starts displaying the video.
