a video overlay over a still photo

I am trying to combine a still photo, of like a person, a house, or something else, and then have a video overlay of snowflakes falling around the image. Maybe video overlay isn't the correct term. I am just trying to combine a video with a still photo background. Does anyone know a good piece of software that would allow me to do this?

Any video editor that has support for multiple layers, and support for alpha channel/masks/transparencies. (The video of snowflakes has to have transparent areas for the still photot to show through).

There are also some "FX plugins" you can use that "generate" snowflakes autormatically (and with a certain amount of randomness).

I believe Wax2 will do this. I seem to remember someone posting a short tute on doing snow flakes in Wax
