Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays! or rip iTunes movies!

You might want to try Izotope RX. I'm not too sure about it's "demo/trial" limitations, but you may be able to use it in, say, Reaper (within 30 days) and be able to save??

Thanks guys! Thanks AlanHK for audacity tutorial.
I'm going to try the audacity method. I have a H.264 compressed movie file with terrible audio that has a lot of static, hisses, snap, crackle, and pops. I saved the audio to a WAV file using Virtualdub. After I clean up the audio, I'll encode it back with the video.
