If I re-install Windows 7 Home Premium on the same computer but on a bigger hard drive, will I have problems reactivating or will I have to phone Microsoft to have it reactivated?

You'll probably have to call Microsoft to activate. If you clone your old drive to the new drive you may not have to re-activate.

If its anything like vista you wont have to phone microsoft,just reactivate within windows,changing the motherboard will require a phone call to windows,not a new hdd install.
I think,therefore i am a hamster.
