Is there any way to add filter to video without encoding or changing into another format with avidemux .Copying tracks and sync works without encoding.Why not filter ?

No. If you change the video through filtering or cropping or resizing you will have to re-encode.

Because you aren't actually changing anything. Copying is a straight file copy of data from place a to place b. Sync adjustments are changes to meta data in the container, not the the actual audio.
However once you start adding filters you change the actual video or audio data, and that requires re-encoding. This holds true for all editors and pretty much all effects and filters.Read my blog here.
