So a lot of you guys have probably seen the show "All that" at some point or another.
But I am in a broadcast class for my school, and it is kinda like that show, we have announcements, but the rest of the time (we get 10 minutes every other day) we can do funny skits.
But we have an intro to the show, and every so often we need to change it.
We wanted to kind of recreate the intro they use in all that:

One thing I'm not sure how to do is if you watch it, they have the video kinda wobble, like wave almost. I think I know how it's done, but I'm not positive.
How do you guys think I can recreate this?

All I see wobbling is the text -- and that's because it's animated and drawn that way.

I think he's talking about the waving effect 15 seconds into the video. As guns1inger noted, most advanced editors have that type of effect built in. You may have to tweak it to get exactly what you want. Look for 2D or 3D motion or distortion filters.

Well, would FCP or adobe premire CS4 have it built in? I assume After Effects does as well, because I have those programs.

Look under "Distort" for filters. e.g turbulent displace , or wave warp. Just play with the settings
With after effects , there are a lot of filters that could do something similar. Just play with them until you're happy. A very powerful / customizable one is displacement mapping which is similar to photoshop's filter, but for video.

Sorry if I sound completely helpless haha I'm not very unfamiliar with some more of these intricate filters and effects. -
If you want the most control, I would use displacement mapping. It sounds it might be too advanced for you right now but there are very basic tutorials out there. Search for terms like displacement mapping, after effects etc...
If you want easier to use, just use one of the built in filters. In AE it would be effects=>distort. In premiere its under distort. Try turbulent displace for starters. It's probably going to easier to fiddle with it, than to look up and watch some tutorials. You can also look up the effects in the pdf help file
