As the topic states, I am currently using DVD shrink to backup DVDs; both single and duel layer DVDs (no Blu-ray). Should I still be using this old software? Is there something better/faster and free?

To rip, use DVDFab or DVD Decrypter.
Only use Shrink for the compression from DVD5 to DVD9 size.

Even if I'm just doing a straight copy (no compression) of original DVD9 to backup DVD9? Is there really a speed or quality difference with DVD Decrypter?

^^For straight DVD9 to Dual Layer DVD+R media just use IMGBURN.
DVD DECRYPTER is no longer updated.....the author of that software created IMGBURN.

Of course that is if the dvd you are backing up is a home brew with no protections on it. For commercial dvd's rip with dvdfabhddecrypter (free for decrypt) or anydvdhd then burn with imgburn.

Let me re-phrase myself.......Will DVD Shrink be able to rip/encode DVD9 (that do not have protection) with no compression, so that they can be burned on a DVD+R DL and have identical playback quality?

@hank kinsley - as ricardouk said yes it will. Leave it at 100% and no compression. That will leave it at full mode.
