One pass Target Quantitizer 2 will create a very nice result. The size can be almost anything though, whatever it takes to achieve it's goal. It's pretty fast too. But it tends to be a bit wasteful MB wise (no adjustments for scene variations). If you are looking for a specific end size this is the wrong choice. That's were 2 pass and bitrates come into play.

Setting the target quantitizer basically tells the codec to use a certain quality, using whatever bitrate is required to do so. Setting the bitrate preserves the size and varies the quality of the video to achieve that bitrate.
Nobody is perfect. I am nobody. Therefore, I am perfect.

  5. In Target Quantizer mode you are selecting the quality, the bitrate (and hence file size) will turn out whatever is required to meet that quality level.

In Bitrate mode you are selecting the bitrate (and hence the file size), but you don't know what the quality will be.
