  1. I'd say <$100 Canadian budget (plus another $100 or so for new HDD)

    Computer is P90, Win 95, no AGP.

    To record from videotape or OTA/satellite TV, to VCD.

  2. This could be a tough one... The cheapest way to go is a basic TV tuner card, but your system won't have enough power to capture with an MJPEG codec or the like, which is pretty much essential. Even if you could, conversion to MPEG after the fact would take forever. Maybe you might have luck with a hardware-based realtime MPEG encoder, but even if it did work you're pushing the budget.

    I dont think it will be worth your time. Since you have a P90, you dont even have MMX, which you could possibly sub for a video card. I can almost guarantee the powerful software you need will crash your system or just freeze it.

    If you are serious about capturing and burning, get a new system or a newer system. If your budget does not allow the newest technology, get a refurbished from a reputable name brand (dell/gateway etc). You can get a $500 system that includes a P3/Athlon 800Mhz 64MB AGP CD-R/RW, etc.

    Just my humble opinion.
