I have the Video Xpress USBAV-192 adapter which works great for uploading video to my pc.
Does anyone know if there is a way that I can use it in the reverse direction to display video from my laptop to my tv?
Is there a particular program that I need to use for this purpose?

It's a one-way trip. If you have a VGA jack on your laptop, a VGA-to-SVideo or VGA-to-Composite adapter (depending on which you have on your TV - SVideo is higher quality) will do the job.
