tmpgenc bitrate encoding problem

Hi i tried to encode at the standard 1150 kps for my videos but whenever they are done, i check and see that they are only encoded at like 1100 or 1000 kps...so when i burn them onto vcds their is a sync problem cuz the bitrate isn't 1150 like its suppose to be..

When you bot up TMPG load the ntsc or pal VCD template prior to encoding. It sounds as if your encode settings are off....
