    ok I have some video files that are mpeg1, 640x 480, 25fps and 30fps. The audio is mono, sampling rate 32kHz, bitrate 64kb/s. I want to upload these files to youtube.

    I need to do perform some basic tasks like:
    crop/resize
    truncate/edit
    join files
    add subtitles
    replace and or convert audio.

    What programs should I be using?

    I should think any mpeg editor will fill the bill
    you may be able to use some free demos or virtual dub
    look in the tools dept for editors
    there was a free mpeg editor given away earlier this week
    surprised youboob doesn't come up with some sort of free online editor which is yet another option
