Since you don't understand the meaning of the statement "An NTSC DVD cannot have MPEG-1 Layer 2 as the only audio track", I'll explain. It means MPEG-1 Layer 2 audio is allowed, but there must also be at least one other audio track of a different type that is permitted by the spec. In other words, there must be PCM or AC3 track as well if there is an MPEG-1 Layer 2 audio track on NTSC DVDs.
I quoted the appropriate section from VideoHelp's "What is DVD" earlier in this thread. sanlyn even requoted it. If you read it and think there is a mistake in the the audio section of VideoHelp's "What is DVD", perhaps you should notify Baldrick.
