I am pretty well setup as far as recording TV/Movies to DVD, however I'm wondering if there's any way to record
NTSC TV programs straight to DivX/Xvid without doing any type of conversion..... I remember years ago Pinnacle
had some kind of product with Video/Audio inputs that plugged into a computer and claimed to record video in
DivX format.....I don't think it was all that popular and didn't get any great reviews..... any software/hardware/TV tuner
    that will accomplish this ?

We have some older cards in the capture card list, https://www.videohelp.com/capturecards?CaptureCard=&mpeg4=1&searchconnection=Any&price=...&Search=Search . But most modern PCs can capture directly to DivX nowadays using for example VLC Media Player or Virtualdub.

    Or get a h264 capture card like https://www.videohelp.com/capturecards/hauppauge-hd-pvr/792 .

Divx/Xvid encoding is too processor intensive to do well in software on-the-fly. Yes, you can use options that are less intensive but you will get poor compression or poor image quality. There were a few hardware encoders, the Plextor ConvertX for example.

The sample captures I saw were pretty poor. Simple drop field deinterlace.
