    I'm sure this doesn't exist, but I was wondering if there is any video cutter that can cut ANY video out there (mp4, avi, wmv, etc) Just a cutter, no encoding, decoding,etc.

    Nope. Different tools for different formats

    Frame accurate cutting requires re-encoding of at least the GOP on long GOP formats.

    AVIDeMux comes close, if you don't mind cutting on I frames.

    AVI Demux does smart encoding, so if you do cut outside I frames you only encode the open the GOP. That is the best any smart encoder can offer anyway.
