I have an old AGP All in wonder 9200, which I used to make PS1 game vids on YouTube.
I have since replaced my old comp with an HP Pavilion Desktop (model a6683w) with (2GB of RAM), and was wondering if there was a way I could make my PS1 game vids in 1080p (or 720p). Is the All in Wonder HD the way to go?

Simple answer - no.
The ps1 and 2 were not high def game machines. The ps2 was able to output in 480p. I don't know if this was applicable to ps1 games (I don't think it made ps1 games progressive).
Basically manually upconverting video does nothing.

While the AIWHD3650 is HD capable, it would also be able to capture SD broadcast as well as composite and S-video sources etc. It is basically a TV Wonder 650 (integrated SD-HD tuner) combined with an ATI3650 video card. I have a TV Wonder 650 card and it is HD and SD capable. I was able hunt down a picture of the card with its available I/O module.

As you can see, it would not be readily apparent where or how the module would connect to the main card by looking at the pictures that the online vendors show for the unit. I have not seen any vendors even listing the model that includes I/O module (or the remote). The two DIN jacks on the module would most likely be where the SD input and output adapters connect, as is the case on most AIW products.
Is this your best solution? If your PC currently has an integrated graphics adapter, you could benefit from the stronger video capabilities of this card, as well as the TV and capturing stuff. But if your PC already has a PCI-E graphics adapter, you would have to chuck it (or maybe resell it). If you are set about sticking with an ATI capture solution, you can get get most of this cards other video functions in PCI, PCI-E or USB versions. -

There is only one product currently that will record in pure HD - http://www.blackmagic-design.com/products/intensity/
However the Happuage HD-PVR will record in HD (up to 1080i) and cost about the same (Black Magic went down in price)
There was a thread from somebody that was capturing in HD with the Intensity Pro capture card, you might wanna search for that, but I believe you need SATA or eSATA drives as the transfer rate needed for HD Gameplay capture is quite high.
My recommendation is to spend the least amount possible of course. All In Wonder HD is a Video Card (HD3650), Tuner (equal to TV Wonder 650) and Capture Card (Video Inputs). However it only captures S-Video from the input. I have a TV Wonder 650, I know personally.
But I use my desktop as a Media Center PC, if you plan on using it for that purpose as well, then I highly recommend the single card approach (All In Wonder HD). I wouldn't worry about HD capture unless you have a Xbox 360 or PS3 or plan on uploading some of the PS2 games in HD, I'm not sure its worth spending the $200 or so needed to do so.
For capture only, I like the Pinnacle Video Transfer, its small, uses USB 2.0 to transfer files from a Flash Drive, External Hard Drive or even an Ipod or PSP. If you don't have video outputs on your TV, then you'll have use Y adapters to capture and monitor what your capturing. I'm out of PCI slots and I am going to add a USB Bracket to the back and use some these USB headers on my motherboard.
I could disconnect my Direct TV box from my TV Wonder 650 and use the S-video output (I use optical out for sound) to capture from my PS2 and I just might do that. Its the most affordable thing I can do and Pro Race Driver 2/3 is in 480i anyway.
