  1. i have got some mp3 of which the codec in mp3 tag says is mpeg2 layer 3. i want them to be changed to mpeg1 layer 3 the standard form. how can i achive it? thanks

    AFAIK, not possible without re-encoding (which implies yet another loss of quality).

    MPEG-2 layer 3 means: samplerate = 16/22.05/24 kHz,
    bitrate = 8/16/24/32/40/48/56/64/80/96/112/128/144/160 kbps.

  5. next choice would be - dBpoweramp Music Converter - you'll have to also install the optional mp2 codec, available on their site.

    Since installing Xvid4PSP (from recommendations here) I've found it's audio capabilities to be quite useful and extensive. It should do what you need. It can be a bit confusing to use at first though.

    WinLame. If you want to also resample it to other frequency, first decompess it to wav (WinLame has a good built-in decoder MAD, working in 32 bit) and use a sound editor for resampling.

    Are you sure the tag isn't just being dumb?
    (Or that the audio was labeled by somebody that doesn't know what MP3 is?)
