I have downloaded a 'Watch Again' TV programme from BBC iPlayer. It is in mp4 format and has a time limit on it. Is there any way I can 'unlock' this file and burn it on to a DVD.

Personally I have not been able to do anything with the mp4 files from iPlayer
What I find easier is to use the "more downloads" button on the bbc web page and then download the program in .wmv format. This still has DRM but there are various methods to overcome this.
If this fails then "ipdl" from http://po-ru.com/projects/iplayer-downloader/ will download a QT version of the program (if it's been converted for iPhone and most have/are) with no DRM at all.
However if anyone does know hoe to remove DRM from the .mp4s I'd be interested to give it at try

As far as I can tell, the answer is no.
Although there are ways of getting round the DRM if you download the programs as WMV, the protection for the Adobe Air MP4 files has not been cracked. See here for some workarounds for the WMV files.
It's all a bit fiddly though!
I just play the WMV files in WMP, and record the output using the TV dual head output on my video card. No good if you don't have a dual head vid card though!
The QT version of the files seem to be much lower resolution than the other formats, but beggars can't be choosers! -
I found the iPod movs that get downloaded too low-res.
However, I have successfully grabbed both the normal and HD FLV streams that play on the site using http://applian.com/download-videos - however, I can't for the life of me find anything that converts them while keeping the audio in-sync. These are the details I get from Media Info:
