  1. I am looking for software that can improve too high level distortion. Here is a link to 30 second audio clip that shows what I am talking about:

Can Audacity or some other software give some improvement to this problem? If so, please please give me a general idea of how I should configure the software.
Also, below is a screenshot (see red circle) showing Total Recorder level meter on this audio clip. You can see hard limiting. This is what must be causing the distortion.

  2. That particular sample isn't clipping, but if you like you can use MP3Gain to lower the volume.

Open the MP3. Hit the 'Track Analysis' button followed by the 'Track Gain' Button. You can raise the final volume by adjusting the default 89 setting to whatever you like in 'Target "Normal" Volume' just above. I use 91 for all my YouTube videos, but you might like it a bit higher.

Nothing can really help with the over recorded sound,i tried all kinds of filters with similar audio tracks that i had and no luck. That sample has distortion and doesnt show clipping cause its already had the clipping removed but changing the volume doesnt help the over recorded distortion of the audio.

  4. I don't understand how you can say that sample is not clipping. Look at the Total Recorder level meter. Normally, you will see the audio display tracking with the amplitude (see below screenshot). In the above case, you just see a horizontal line, no indication of varying amplitude.

  5. I agree with johns0, that mp3 file isn't clipping but it was recorded from a device that was. In Audacity you can see there's no clipping (maybe mp3 encoding has changed the data?):

I also agree that there's not a lot you can do to fix it. A low pass filter will bring the harshness down a bit. Audacity also has a Clip Fix filter that may help a bit.
