I have downloaded a bunch of files from a website. Whether I watch the video online or watch it once downloaded, the video has a jumpiness-type stutter in it when there is a lot of action going on.
What causes this to happen? Is it an issue with the video itself?

Could be the encoding. Could be your software. Could be your computer. Could be anything since you give no details.

I am not sure what details you are looking for as I dont know much about the encoding. I do know the same thing happens when viewed from any machine.

The web site? The resolution of the video? The codecs used in the video? The specs of your computer? What software you're viewing with?
If it happens with all computers viewing the files then it's the encoding or the treatment of the video before it was encoded. Some encoders reduce the frame rate during high action scenes to reduce the bitrate requirement. -
My bad,
The website is wweclassics.com, not sure of the resolution or codecs used. I am viewing with Windows Media Player when viewed online and VLC player when I download the video to my hard drive.
My PC is has an AMD Phenom II Processor / 4 GB RAM / (2) 500 GB Hard Drives, GEFORCE NVIDEA card, Hauppauge Win TV HVR 1800 -
It looks like you need to register to view anything from that site. But the videos appear to be WMV files and probably DVD resolution or less. Your computer is powerful enough to view that without problems.
I suspect you are seeing WMV's habit of reducing the frame rate when there is too much action for the selected bitrate. For example, a video may normally run at 30 frames per second. But when the action gets too high it will drop to 15 frames per second. That will be noticeably jerky. If you are seeing something worse than that there may be something else going on.
