I forgot to mention that Neat Video is very slow. Even if you like the results you may not want to spend that long encoding.

I have some other problem that's occurring now but I have noticed it before with other videos.
When I convert the classic TV shows from RTN/RTV I notice no quality problems, because they don't use high quality to begin with.
Yet, when I take another channels HD from 1920x1080 down to DVD's 720x480 (4:3), I notice a lot of blur when I make the video full screen on either my desktop or laptop's wide screen monitors.
Yet, as a test I put them on my 25 inch CRT TV set and really notice no bad quality at all.
Is it just something the computers are doing, then?
I encoded at 4.0 which never gave me any quality problems on the TV, yet I noticed slight blur from videos playing on computer not TV, but I fairly notice a blur now. -
I figured out my latest problem.
When I record from a decent quality HD station, I never have to adjust the Quantilizer past 4.0. I always get quality and decent file size around 175-220MB for 22-24 minutes.
Yet, when I record from a much lower quality station that actually has a lot of blurring especially during high-action shows such as a A-Team, suddenly, it no longer wants to maintain that size most of the time, even though the resulting quality even at 4.0 is not that great for the 300-500MB size it ends up making.
I'm playing with NeatVideo but it always complains I don't choose 128x128 and it's too small. Anyway, it wants 6 hours for each 22-24 minute video, so I almost for now have to deal with the much higher size yet not really higher quality.
EDIT: Right now I am playing with Divx Pro's noise filter (just gotta see if normal will work or if I need strong or extreme) and it seems like as VirtualDub goes through the video it seems to be steadily dropping to the sizes around the better quality station's conversions.
I'm going to miss XviD but it looks like DivX with basically the same settings, at least with Qualitizer seems to be producing higher quality videos with less blur or any other imperfections.
