    Is there an encoding software or other software that can give me the specs on an mpeg1 or mpeg2 file, example, resolution, fps, bit rate, audio bit rate & cbr or vbr info?

    V-dub wont help with mpeg2, go to tools on your left and get MPEGProperties and Bitrate Viewer.
